Title: Sensor Network for noise and air quality control (Part 1)

The European Union, because of the principles of the Treaties governing the Union has the right of initiative to propose legislative measures to ensure that the overall objectives of the treaties and the policies of the union are respected. The European Union set three basic themes for the next years: prosperity, solidarity and security. The sustainable development and environmental protection, lying under the solidarity theme, are between the policies of the Union to be implemented. In the transport sector, several needs are simultaneously present: the obvious need to improve the network, reduce the travelling times and costs, but also prevent the environment and the population from damages. Therefore health issues come at the top of the political requirements. It is the case for noise, air pollution, green gas emissions (mainly CO_2 ). To be able to tune policies (and regulations) which effect the European half a billion people, the European Institutions need elements to ensure that the policies are well and efficiently implemented. The control of noise, air pollution and gas emissions is bounded by two major principles: the principle of sustainable development (and consumer protection) but also the principle of proportionality. The first implies that the development must ensure that population is not affected by diseases nor environment by pollution, the latter prescribes the European Union not to enforce excessive norms which might block one sector (e.g.: it is not possible to eliminate the green gas emissions by totally binding the use of cars). Therefore, studies and scientific agreement is needed to tune the policies. The quantity of pollution should be related to the effective effects on the people and on the environment, and possibly not only to the presumed ones (here the precautionary principle anyway applies). Also, it is necessary to control the costs of interventions to prevent the environment and the consumers. There are therefore a number of applications of sensor technologies within the necessities of the European Union: personal noise and air quality sensors are certainly one of the applications, and they will be presented as this is part of the activities of the JRC/IHCP/PCE work, but many other areas can be find in the JRC, like buildings energy control, air quality (outdoor), food traceability.
